Just had same thing which was the connector body at the end of the short hose hanging down from jet. Apparently there was some harmful chemical make up of the washer fluid run thru it and the plastic membrane which makes up the vavle diaphram (it is a antibackflow vavle either end of line or pass through) was glued to the body preventing it from working. You can pry it apart and replace the diaphram with your best guess of what it is made of. Good luck! or you can just get new ones . The Tee couplers under the fluid tank can be damaged also. Like a sailor on liberty I guess I wasn't thinking with the brain when I bought the cheap stuff. Better stick with some type of Brand name stuff to run me thru the winter.
