I'm curious as to the reasoning behind the question. You imply that you are interested in the maximum retardation force on the car (ie min stopping distance) rather than the force applied to the pedal.
The latter (efficiency of the brake system) varies wildly depending on the car (design and condition) but as long as the driver is capable of locking the wheels then the stopping distance is only a factor of tyre materials (ignoring suspension geometry).
The reason max braking is before wheel lockup is that the co-efficient of friction of the tyre is not linear. It falls off significantly just before lockup so in a perfect situation you would brake at just that point. In practice that is not possible so cadence braking (or abs) just lock the wheel then release it again and again.
Additionally, locking the wheel makes the tyre get very got which reduces its friction further so keeping the tyre rotating is a big help.
