93 9k heater not heating & temp gauge reads cool

The heater on my 93 9k recently quit heating properly. Even after warming up for 10-15 minutes, the air coming out of it is not very warm. I also noticed that the temp gauge reads and stays near the cool end of the temp range, even after driving on the highway for 40 minutes this morning. It does go up a little when it idles, but not much.
I recently changed the radiator fan sensor switch, as before this the temp gauge was reading extremely high. I tracked that down to the fan switch not properly working and that seems to be fine now. Any ideas on what this might be?
