To access the temp flap arm, open the hood. At the base of the windshield, you'll see a large, horizontal plastic cover reaching from the base of the windshield to the 'firewall' (actually, a false firewall, but that's another story). Remove the cover - a few screws. In the center of the area there is a box with a grill - that's the heater core/blower motor, and the flap is in there. Sticking out of the RIGHT side (facing forward) of the box is a shaft with an arm on it. At the end of the arm is a piece of stiff wire that runs back through the real firewall to an area kind of behind the glovebox. That arm actuates the heater mixer flap. Make sure the wire is attached to the arm, and that the arm hasn't broken off the shaft. It's very common for the arm to break off the shaft - common enough that Saab sells a kit (mixer arm repair kit) for about $8 to fix a broken arm. The alternative is to replace the flap, which is a lot of work.
If the shaft, arm, and wire look OK, see if you can move them manually. If you can, they may have come off the servo in the dash. That's a different story, but still repairable. But one thing at a time.
