The telescoping movement is held inplace by a couple of plates. The plates are squeezed together when the latch arm is moved, and that should keep the wheel from telescoping. There is a nut on the assembly you can turn to tighten it up a little.
You need to remove the plastic 'clamshell' from around the steering column. Now, I've not done it on a car as recent as a '96, but it should be pretty much the same. Pull the wheel all the way out. Look underneath the plastic surround just behind the wheel. You should see a few holes. There are screws in those holes - four of them, I think. Mark which screw comes from which hole - quite often they are of different sizes. Now, insert the key and turn the steering wheel to the right 90 degrees - this should give you access to a little plastic clip that keeps the top and bottom halves together, a clip normally hidden behind the wheel. You'll need to remove the key, and have the telescoping lever hanging down. If the halves don't come apart easily, look for a screw underneath that you forgot.
Once the clamshell is off, move the locking lever a few times to see how it works (the clamp mechanism is just above the key). There's a nut there to tighten.
