As to the T-stat question -
Yes, the Saab thermostat is three postion, but not the way you were told. If the engine temperature goes very high, the thermostat will block the heater flow in order to push as much coolant flow to the radiator as possible. But unless you see high temps (temp gauge up near the red), that's not the issue.
As rreid says, if you can set the temp to HI and it blows hot, then you don't have a blockage problem. I've seen this before with the ACC, especially with the ACC I systems - in cold weather, after about 40 minutes or so, it blows cold unless you turn the heat up.
When I ran into this problem in my '88, I stuck a thermometer in the cabin and set the temperature to 70 degrees. Sure enough, the heater blew hot until the temp got up to 70, then it started to blow cold. It held the cabin temperature around 70 - plus or minus a few degrees. But frankly, the ACC I system is pretty poor at holding a comfortable temp. The tough part is that 70 degrees feels hot on a hot day, and feels cold when it it's 25 outside. And if it's blowing dry 70 degree air onto you, that will feel cold. If the system thinks the cabin is too warm, it'll blow colder than 70 degree air, and that will feel very cold.
What I've found is that to be comfortable, I need to set the temperature a bit higher after the cabin reaches temp, and I also manually set the fan speed down to 1. If the fan is blowing a lot of air, it can make you feel colder - wind chill.
This assumes that (1) setting the temp to HI blows hot air, indicating that the heater core is OK and the ACC can move the flap to hot, and (2) the cabin air sensor in the instrument panel is working and clean, and the sun sensor on the top of the dash (to the far right) is OK.
