W-signal, high idle

94 2.3 FPT, just connected a pressure gauge to the BPC W-port and took some rough readings. The W-port gets about 0.2 bar even at very slight throttle openings and low revs. 0.5 bar at 5000 rpm full throttle and full boost conditions, so the boost taper is not all due to small turbo, but the APC is also limiting. Ambient temperature was -16 C, by the way. Wasn't able to take a better set of readings driving alone in trafic and roads partly covered by ice.
During the test the car developed an erratic idle.... not related probably..... remains high after full boost runs, then settles slowly down.
In addition, a "second" run won't produce as much boost as the "first" one, meaning if I thrash the throttle in second and accelerate, shift (to third) and drop it again the boost level won't be as high as with the previous gear (2nd). Hoof valve sticking? I can hear it woosh normally though. This was even before the idle started acting up.
Will check closer for vacuum leaks (no obvious found) tomorrow.
