What motor does it have in it? If it's a turbo, the price may be in the ballpark. If a normally aspirated, it seems high for a car with that many obvious problems. I paid about $3500 for my '94 CSE non-turbo with 160k miles on it 4 months ago, which was in nearly-new condition and had a full service history. That being said I've put probably $750+ into in since then - blower motor, front brakes, voltage regulator, new suspension bushings, ball joints. It still needs some stuff but the repair fund is too low at this point to take care of non-emergency repairs.

The brakes felt soft on mine too but a good bleed and pad replacement firmed the pedal up nicely.
The motor issue sounds like it could be non-NGK plugs - pull the DI and check. If not that it could be the DI or any number of other things.
The A/C without working fan likely means that the blower motor needs to be replaced - $65 for the motor and several hours for labor and/or lots of cursing and swearing if DIY. Also have the heater core done at the same time - it's right there and the additional labor and parts cost is minimal, and the heater cores are known to be weak. That problem could also be the speed controller or simply bad connections. Not that hard to trace and fix, though. I tend to doubt a bad ACC computer - they usually don't die.
The SRS light would be my biggest concern - have her take it to a Saab shop and get the codes pulled to find out what's wrong.

I wouldn't pay more that $3000 for that car, and only if I knew all the problems were within my ability to repair fairly cheaply. It may take some time and cash to put this car right. For the money I'd probably keep looking - it sounds like she didn't do much preventative maintence and only fixed stuff when it broke, which likely means that more stuff will continue to break...
