From your description of the ACC, it sounds like your blower fan works fine, but the issue is temperature regulation. It could be as simple as malfunction of the little fan that pulls cabin air into the temperature sensor, or you may end up replacing the ACC, like some on this BB have done.

SRS light- Most common fault is a device in the steering wheel consisting of wires wound around a central axle. This allows hardwired electrical contact with the airbag, but the wires weaken with all that turning back and forth. About $200 with labor, if I recall correctly. The dealership or a good Saab Indy can pull the code and tell you immediately.

Brakes frequently mushy. OEM brake pads can be vastly improved upon with Metalmaster or PBR deluxe pads. Bleeding may help.

Windshield washer reserior leak frequently occurs at T-fitting in the right front fender well. A bit of a pain to get at, but easily diagnosed.

Not sure what you mean about tractability. Do you mean it frequently breaks traction - spins the front wheels - with acceleration? With the 200hp turbocharged 2.3L, that is very easy to do in 1st gear and often in 2nd. You quickly get used to the power, however, both to control it and to enjoy it. :-) However, if power is very uneven, surging on and off, that's a different matter.

Even at $3500, I don't think you'll get a bad deal, especially if the body and interior are in good shape. The current owner seems to have a low tolerance for minor problems, all to your advantage. Sounds like it won't be hard to talk the price down. Just plan on spending a lot of time with the car in the near future, changing all fluids and the plugs and chasing down gremlins. Have you considered having the car inspected? The dealership should be able to pull ACC and SRS codes for you, and $60 or so is a good price for peace of mind.
