serpentine belt tensioner pulley question (detailed)

This morning I pulled off the top front motor mount arm. It was a difficult job which entailed removing the ac belt, serpentine belt, and ps pump. For some reson I havn't been able to remove the grease from the top of my hands - even with pumice gojo it still persists.
I ended up cutting the serpentine belt - it was old and cracked and when I initially couldn't get the tensioner pulley to release I figured it would be easier to just cut it off. The mount arm is attached to the engine by three bolts, one up high and two on the level of the power steering pump. The PS pump is attached by three bolts, two through the top of the pump and one that is accessible through a hole in the pulley. I did not remove the ps hoses or drain the reservoir as Haynes suggested. After removing the arm I used a press at school to push in the last bushing.
I don't understand how to adjust the position on the serp. tensioner pulley. Haynes implies that all you do is progressively loosen the two nuts on the screw at the end of the pulley but I've had little success with this. I only see one nut one this assembly and there seems to be no tension in the arm. The car is an '87 Turbo, does someone know what the proper setup should look like?
thanks,
nt moore
