... then drip some oil onto the wastegate actuator rod where it enters the actuator body and see if that fixes it. It won't be a permanent fix, but may point you in the right direction.
There is a possibility that the actuator may be leaking. Try blowing down the "W" hose from the BPC valve to the wastegate actuator. It should hold pressure.
If that's not it, perhaps the BPC valve itself is faulty. I think the usual mode of failure is base boost only, the opposite of what you are seeing, but if it is stuck open, it will have the same effect as the other things Ari mentioned.
Finally, go gently on it and keep feeding it Optimax until it's fixed. While it's overboosting in an uncontrolled manner like this, you need all the octane you can get. You will be getting some detonation and it's not good. I'm told it's the pistons you should be worrying about more than the valves.
The current cool weather in the UK will perhaps help to protect your engine a bit.
