3M trim adhesive might work, but the glue is very stringy and messy, with the possibility of it getting on paintwork you do not want it to touch. The stuff melts fresh paint. 3M two sided tape is safer, but doesn't always come in the width you need(if you have a thin molding). You'd also have to remove all of the old tape before applying new to make it stick.
You need a radio box, since 99's usually didn't come to market with radios, they were dealer installed. The center lower dash panel normally accommodated the box, and they came in a few different designs. I think it's been 3 years since I last saw one on ebay. I have a few pictures of one, but can't access the website right now to post them.
