I think that the valve you mention is the check valve in the return line (prevents fuel flowing out of the tank through the return line in the event of an accident, high pressure in the tank, etc.). I replace one in my Turbo with a double-ended hose nipple so now it is straight through, although that does eliminate the safety feature (designed to prevent fuel spillage in an accident). As far as breaking the line, if it is the plastic return line, that goes all the way to the front of the car (fuel distributor) so replacing it would be a big job. Your best bet is probably to cut it off cleanly and "sleeve" it with a rubber hose (should fit tightly) secured with at least 2 screw clamps on each end. The return line is low pressure, so you should be able to patch it.
