It is likely that you need to replace/rebuild the master cylinder. Since you have to open up the hydraulic system to do this, I strongly recommend that you also flush the entire brake system of the car with clean DOT4 fluid so that you have clean brake fluid in the whole system and, most importantly, have removed any water in the system. As far as the corrosion you report, usually leaking brake fluid will be very effective about removing any paint, but I would be surprised if there was perforation on the brake vacuum booster. Once you have removed the master cylinder for rebuilding or replacement, I suggest that you clean any area affected by leaking brake fluid (you can purchase brake cleaning solvent such as "Brakleen" at any auto parts store) and then you might want to treat any rusted surfaces with POR15 to protect them from future rust.
