Apply direct power to that pump and make sure that thing is working. 150.00 for a used pump is way over the top for me. Used electrics are just plain used. You can get a used pump for as little as 25.00 at a junk yard. They can hook it up to a battery and verify that it works there onsite for the most part. 150.00 is just crazy. The saab guy that sold it to you should be ashamed.
Anyway, make sure that pump is working because a stuck pump will always blow a fuse. If the thing blows with the ignition off, I'd suspect the wiring to the relay or the relay itself. Either way, if the power is direct (jumpering the relay) it still shouldn't overload the fuse, just the ignition switch under the key. I'm no electical expert (there are probably many of you out there snickering to yourselves, muttering a profound "no kidding") but I think you problem is along those lines. I suppose it could be a problem in the ignition switch itself...anyway, let us know what you find .
