My first '78 99L had a speedometer error of about 10mph when I got it (the stop post is at 10mph and the needle started moving immediately when I moved off). I determined where it wanted to rest and pulled the needle off the speedo face and moved it to what I approximated to be -10mph _behind_ the stop post, then lifted it gently over the post and released it, so that it rested against the post. It started moving at 10mph. When I measured it at a constant 60mph on a 5 mile measured section, it came out within about 5 seconds of 5 minutes. Close enough...
My odometer was also quite accurate. As my housemate and I crossed the MA/CT border on I-91 I punched the reset button, and at the 25 mile marker, it was just under 25 miles on the trip. The trick to resetting the trip meter while moving is an instantanious punch. If you hold the button for even the slightest instant, it will break the little gear that runs the odo off the speedo drive. My sister's mechanic once told her it's a $5 part and about 2 hours to change it.
I was running 185/70r15 Vredesteins. They are the closest wider size to matching the original 165r15 size. Many newer sizes will give you inaccurate readings as their rolling circumference is smaller. That needs to be taken into account when you try to determine what reading is accurate for your car.
