The price is excellent for a 99Turbo with decent interior and that runs. If the body is free of rust, you are setting pretty. An engine rebuild (actually only a head rebuild?) for 1700 seems pretty steep but I generally do my own work and a machine shop and head rebuild wouldn't be anywhere close to that amount. The 99 T heads do take a beating and head gaskets are often blown, which can lead to more dramatic damage but they are tough engines so you may get lucky. The Turbo tranny is a great tranny to have. You should get decent speed out of that 4 speed but truth be told, I have a late 900 tranny in my 99 and I don't think I could go back. I chose to use a tighter geared 5speed as the 900 turbo has a bit more HP and moves through those gears easier than the B motor will.
Good luck, 4200 for the car is you get new upholstery, tires, some suspension stuff, etc. is a pretty good deal. A 900 rear axle will give you a more suspension options and can be had for real cheap as a junk yard. A 99 is a fairly dependable car with little maintenance needed, but if you are willing to take care of the little things, the car will go forever.
