It can be done - a good friend of mine did it to an 76 ems, installling a H block from a turbo. I think you would have to weight the advantages of this with the disadvantages. I know his never ever really ran right, but that's obviously cuase he didnt do it right. I do know he ended up getting realy frustrated and rebuilt a 99t b block and just swapped everything over from a 99t, and that finally made things right.
In my humble experience, i'd either rebuild the good old b block, or go completely hogwild and go 16valve. Not necc. turbo, but remember how those H blocks used to love to warp heads? I'd love to have a nice 99 with a 16 valve normally aspirated....but this would be alot of work..but so would be jamming a h block in there. Is your car fuel injection currently?
