It's an easy job to do if you weld, or there is a Saab dealer guy in Kansas named Brad at http://www.kcsaab.com who can do it probably cheaper than a local shop.
If you are going for a lowered car with wider rubber and plan on wringing it out on the backroads of wherever, then you probably ought to do it.
Then again, it kind of depends on the wheels and tires: if you go with say a 205/50/15 then you'll be shorter than normal and won't likely have issues, assuming you have a proper offset and aren't wicked low.
But if you do the newer of the 900 axles that can fit the 16 inch 9000 wheel with a 205/50/16, then you will be more likely to have problems because the offset isnt deep enough. (You also get a little bit more tramlining with this rim. no prob if on pretty good roads, more annoying than anything. oh and a little more dirt on the car because the wheel sticks out a little bit. oh and those wheels weigh a LOT).
If you go with a 225/50/15 then that is another reason to do the modification, though it may not solve rub problems for some brands of tires.
A U.S. tire's section width can vary by up to 10% of the stated size (allowed by the tire industry in U.S.), so don't figure things out based on numbers only - do it with actual rubber/rim. Some tires aren't as square on the shoulder too, which means they fit better than others.
