I don't know much about 16V conversions, but I can answer some questions about bodywork.
I looked at all your pictures, and of course I've fixed worst rust issues. Until you take a grinder to the rust, there's no way to tell if you'll have holes to patch. A better solution would be to sandblast all the rust, because grinding removes metal < makes panels thinner.
Wheel arches can be cut from a donor C-900 and welded in to repair that one rusted lip in the pic you posted, but of course you would need to finish the bodywork over the welds with some type of body filler < fiber as you call it.
Doors are interchangeable from a C-900, but I really think yours can be salvaged. That welded patched area on the rocker could probably be done over and made to look better. Floor pans on the pre-74 were rust-treated really well, so you may have no issues to worry about there. Pull the seats and carpet to have a look see. If you find a few small holes in the floor, weld patches in and seal the weld seams with seam sealer, then spray some undercoating type material over it.
