Unfortunately, I can't find the info published in any manual I have, but I did see a pic in the manual(big orange book) of the 3dr 99GL with the 99GL emblems on the lower rear edges of the hood. I assume if yours is a 4dr the hood emblems are in the same place. Measurements of the hood emblems are:
Lower edge of hood to lower edge of emblems: 60 mm
Lower rear edge of emblem to rear edge of hood: 44 mm
Top rear edge of emblem to rear edge of hood: 45.5 mm
The difference is due to the slight slant of the vertical rear edge of the hood.
I would use masking tape to mark the locations, and make the measurements while sticking the tape. Then all you have to do is stick the emblem(preferably with two sided tape) in the "half box" you made with the tape. If you use emblem adhesive(glue) you only get one shot of placing them where you want them. Glue is messy and will melt the paint where ever it touches. Two sided tape allows you to remove it if you stick it wrong.
I looked thru another book and saw a picture of a '76 99GL that said 99GL Injection lined up on the right side of the hatch/decklid. I don't have measurements off hand for the rear emblems, but the pic below shows a correct placement.
