By rockers I mean the boxed areas that are hard to get to. If I remember the 99 does not have conventional rockers below the doors. But does have boxed frame rails beneath engine and something similar under doors.
I am a fan of plastic media blasting. I had a company come to my home. The operator erected a home made inflatable tent rolled in car and he entered with a suit. I have photos if you wish to see them. He was very skilled. He was able to remove the paint and leave the primer. I wet sanded the primer and the fiberglass body looked as it was pulled from the mold. While the wet sanding was a bit of "overkill", the plastic media is great stuff. Could have them remove all paint with the plastic. But it will not remove rust. I have always been a bit leery of caustic chemical dipping. I feel the hidden areas may be stripped but without a paint electrolysis immersion tank, these areas may quickly rust.
There is a company that will heat the metal body shell to 800 degrees for hours effectively burning off paint and undercoat. Then dip to remove the rest. Then the shell is treated to tanks for e-coating and baked to set the e-coat. They have length limitations and it costs several thousand dollars. It would be great if you have a pristine shell of if you use it for only doors, trunk and hood.
