Here's my opinion:
First, buy yourself a good V4 Saab manual such as a Haynes.
What you do to the internals of the engine will depend on what you intend to use the finished engine for and how much money you have to spend.
When you tear the engine apart you should, at least, clean everything up, grind the valves, replace the main and rod bearings, piston rings, along with all seals and gaskets. Check the condition of the timing gears and replace as necessary and verify that the crankshaft, cam and balance shaft journals are un-damaged and measure them with a micrometer to make sure they are in spec. A machine shop will polish all of these for little money if they don't need to be turned. You need to use new connecting rod bolts for re-assembly regardless of anything else. Most other fasteners can be reused.
Beyond that, if you are wanting to build a like-new engine, have the block and heads chemically cleaned, replace the freeze plugs, replace the cam and balance shaft bearings, consider upgrades to the heads (new valves, hardened seats, even larger valves), replace the oil pump, water pump, oversized pistons or pistons to raise the compression level and even a hotter cam.
I'm sure this is not everything but reading the repair manual will basically walk you through all the steps. Good luck and have fun!
