When #1 is at firing position, the valves will be fully closed on #1 (all the way up) and "rocking" on #4. Rocking means that both will be all the way down, with the exhaust just closing and the inlet just opening.
There's a dash mark on the edge of the metal distributor body, and when the rotor is pointing to this mark it's in the firing position for #1.
So, you turn the engine so the timing mark on the pulley is lined up as you described AND make sure the valves are in the positions above. Then you turn the distributor shaft so the rotor and dash mark line up, and then you just push the distributor down into the engine and everything is set. (The distro will twist a bit as it goes in because the gear teeth are angled, so you'll need to check the rotor and dash mark again after it's in.)
You've got a choice of positions when you push it in, so make sure you pick one where the plug wires will reach the plugs and the vacuum chamber on the distributor doesn't hit anything.
Once it's in with all the marks lined up, the basic timing should be correct, and you're ready to hook up the ol' timing light and do the final dial-in.
