96 poor running.. Weber jets???

Hello everyone;;
My 96 engine had been fuly rebuilt..Eveything new or turned to specs. The conflict is the car idles and runs like a peice of *^%%. The idle is very lumpy and rough..Under acceleration a hesistating /cough sensation is experienced. The ignition is timed correct. The car has a brand new Weber 34ich. There are no vacuum leaks whatsoever.
The only thing I can think of is that MSS street cam. Is it possible that the jets in the Weber needs to be changed thus causing the above symptoms? It is disapointing to see over three thousand dollars of engine work not satisfy.
