Do you suppose that by "blubbering" they meant the sort of "soft miss" that occurs when the mixture is borderline too rich? I was taught that if the mixture is too lean, you get a "sharp miss" -- very abrupt, as if the fuel were cutting out -- and if it's too rich you get a "soft miss" -- engine just sputters a bit and doesn't want to gain revs.
This would make sense for performance tuning, when presumably you'd want to optimize your jetting for nearly full to full throttle. Since the air corrector leans out the mixture as you approach full throttle (to counteract the tendency of any carb to go too rich at full throttle) I guess that as a starting point you would want to make sure you had picked a jet that still left the mixture rich enough after it had kicked in, and that this likely would be TOO rich at small throttle openings, resulting in a "soft miss" or "blubber."
But I also would think that after you had found that starting point, you'd want to fine-tune your air corrector and emulsion tube so it would run decently at part throttle as well.
Size of air corrector determines how much it leans out the mixture when it kicks in, and choice of emulsion tube (specifically height of bleed hole location) determines WHEN it kicks in, right?
