Is tension on the cables preventing the brake lever from going back down or is the lever itself just stuck? If the cables are tight you will have to deal with releasing the brakes at the rear wheels. A previous 96 I owned would stick during cold weather and I could take pliars and pull the cables right at the rear wheel to release them.
If the lever is all that is stuck, try pulling back on the lever slightly as you press the button. The lever may be so tight that the button cannot be depressed enough to let go of the "toothed" cam.
