If someone has mangled the square end of the adjuster, an 8-point might not work. The original tool kit has a four point wrench in it. Snap-on has 4-point sockets.
You also need a quality penetrating oil, not WD-40. My personal choice is SWEPCO 808, but it's not easy to find, and the local distributor won't sell individual cans. There are places online that carry it.
Heating the area around the adjuster might help loosen the rust.
You should have gotten the adjusters free before you put the brake shoes back on.
