Here is my take on rebuilding the engine:
Someone with average mechanical skills can take the engine apart and do the reassembly.
This is if you have average tools plus a few special tools (such as a torque wrench, piston ring compressor, etc.) and you have a good service manual and can follow directions.
Where you go out of the average mechanic's world is boiling out the block (if necessary), honing the cylinder walls (and boring them if necessary), pressing out the old cam and balance shaft bearings and pressing in new ones, checking the crankshaft, cam and balance shaft and polishing or turning as necessary, grinding the valves and/or pressing in hardened valve seats for unleaded gas, pressing new pistons on the connecting rods, etc.
My suggestion is to find a good machine shop that has been in business a long time and go over and discuss your engine with someone there. They can give you an idea of what it would cost for the machine services and they probably can do all or most of the rebuild work for you if that is something you want generally at a much lower cost than the Saab specialists. They certainly have better and more efficient ways of cleaning parts and doing the disassembly. If your machine shop does not have information on a Saab V4, ask them to look for the German Ford V4 used as an industrial engine in forklifts and pumps. Good luck.
