One way to diagnose the problem is to take out the speedometer/odometer and drive down the street. If it's the cable or transmission, then the cable end that you can see though the hole in the dash will not be spinning. If the cable is spinning, then it's time to rebuild the speedo. My guess is that the base of the current cable has "rounded off". It's supposed to be square, but in some cases, the squareness gets a bit rounded off, and the cable won't turn any longer. I squared-up one back again with just a vice grip once--lasted till I sold the car.
