Oh, it's definitely restorable, for the right person!
I bought a somewhat similar 1960 93F some years ago. It was on the side of the road and the car looked very very solid- doors, fenders, etc had little if any rust. However, similar to this one, it was a true Fred Flintstone mobile. The floors were gone. The rear shock and spring mounts were gone. As Kary mentioned, the seam along the top edge of the rear fenders had rusted- not the fender, but the whole lip up towards the rear window. In contrast to this one, mine had an interior in tatters- seats were powder, no headliner, etc. And my motor was totally worn out. I had it for a number of years and did most of the welding in the floor. I finally realized it wasn't going to happen for me, so I sold it. So in the case of the 93F, I wasn't the right person.
This one now for sale has more going for it. But will require extensive rust repair and fabrication. If you have the skills and patience for that, go for it! Thinking you'll pay to have someone do it- way too costly!
This is a rare and unique early Saab. I can't wait to see what an enthusiast will do with it in a year's time!
