I think it is made of nylon. It's fairly tough. If you remove the bolt, you can take it right off. You'll see a metal stem coming up that moves the freewheel dog on the shaft. Sometimes, the hole that the metal stem rides in (on the nylon/plastic actuator) gets rounded out due to vibration. That can cause imprecise freewheel component position. Early actuators were made of metal- one appeared on eBay a while ago.
If your plastic one is worn out, let me know. I've got decent spares.
I owned a '76 99EMS. Fantastic car. However, the head cracked on my honeymoon...but that's another story.
