Perhaps it is too much alcohol (gasohol) in your gas?
Here is one way to test http://www.ehow.com/how_2143193_test-fuels-alcohol-content.html
You may have to change brands of gas?
It could be other problems like low fuel delivery due to cold, fuel pump air leak, or the gasohol has damaged the diaphragm in pump, or it is leaking air at gasket?
Using the "winter" position of the air filter snout should work if all is "normal"
