Ethanol studies say that icing is not associated at 10 % levels ( E15 levels were not studied, but are now widely used). Where icing does occur, rubbing alcohol can be used but this level needs to be 2%. (Quart per 10 gal?) Fuel system de-icer is another product for another reason: Fuel tank or fuel line freezing due to water freezing at below 32F. In the Carburetor Icing is more due to the latent moisture in the air and the temp drop with atmospheric pressure drop. Carb Icing during engine operation problem is well studied in small airplanes. They have gas additive products designed for preventing/reducing carb icing during operation.
