I'm familiar with this carb. I have a Sonett with a Jack Lawrence built motor and it started off with this carb. Jack is not a fan of the 2 barrel Weber and he chose a single barrel Holley instead. It requires a modification to the intake manifold, so I think you'll need a stock intake if you go to the single barrel Weber 34ICH.
So I had the same exact problems with the Holley. I fooled with it for 2 or 3 summers and I could never get rid of the flat spot. And Jack was very helpful over the phone (as usual). We tried all sorts of adjustments, but it persisted.
A few years ago, the Saab national convention was in NJ and I wanted to take that particular car. I couldn't stand the thought of the Holley for the trip. Over on the shelf was a two barrel Weber and manifold. Took me less than an hour to change it out. Drove to NJ a few days later with NO MORE FLAT SPOT! I haven't touched the carb since- it's been running great!
All of my other VSaabs have the Weber 34ICH. There are a few things to know about the carb. It is basically a bolt on, but you have to modify the linkage and decide what to do about the PCV valve. Not hard at all. If you decide to go that way, I can probably come up with a spare stock manifold for you at nominal cost.
