Generally those electric fuel pumps can only push fuel -- they lose capacity really fast if they
have to lift fuel. I usually put the electric pump under the rear seat, and that area is lower than the fuel tank. Also it is very common for the fuel line in the floor of the car to have a bunch of rust inside, it's the lowest point in the fuel system, where water would sit.
Use as little rubber fuel line as possible, steel line is much better.
And throw away that pressure regulator, they are junk. Just use a pump with a 4 -5 lb. rating.
