I suggest you put the flywheel on TDC and check the camshaft mark to be sure that the cam timing is on TDC, too. Then check to see where the initial timing is on the distributor. The rotor should be pointing at the mark on the distributor body.
I assume that you have the AC Delco distributor as that's what was fitted to the carbureted cars. Ignition factory specs for USA cars from the manual:
14ºBTDC Timing and 40º +/- 2º Dwell
(Bosch distributors the Timing is 4º and Dwell is 50º)
Make sure that the float level is correct. Make sure the fuel jet is set correctly in the carb body and that the needle is set correctly in the carb piston. Check the needle for signs of wear. A worn needle will have a bright burnished spot with definite visible wear at the position that the piston is barely lifted off the jet. Make certain that the diaphragm on the piston is in good shape and seals properly.
