Welcome to SaabNet, Hollingsworth!
Actually this/these little plastic bit/s seems to be a bit of a problem on 99s, although I've not read anyone mention it.
In the UK, in my experience, 99s often getting failed on a roadworthy test [MOT] because of this exact problem.
Usually if the rack's rebuilt with a proper kit from saab [still available I believe, as I had one done recently] these bit(s) get replaced.
The inner track rods have plastic cup washers and it's these that wear. A not-quite-pucka rack rebuild may only just tighten things up and not replace all the parts. It happens. I've had a garage try to remove the spacers under that ovalish cover at the 'knuckle' and try all sorts rather than just do the job right.
Don't despair, your 99 can have a long and useful life yet!
