AFAIK all epoxies are fuel-resistant. They are widely sold for repair of fuel tank leaks and are probably OK as a band-aid type repair for that problem. It sounds like you have broken loose a welded/brazed/soldered joint and I would not want to rely on epoxy to repair that kind of failure, it does not have the mechanical strength that is required for those functions.
I do not know all the EPA rules but I think the shop that says they can no longer perform those repairs is not entirely accurate. They may not want to do that work, may not want to invest in appropriate equipment, may not have the expertise, or the local authorities may be leaning on them. I do not know where you are or how your local requirements may differ from mine. HOWEVER, my local radiator expert in Chico, CA routinely does gas tank cleaning and repairs and has not indicated to me any regulatory problems. If your tank is seriously degraded I can refer you to a shop in Stockton CA that does restorations, email me. In your situation I would check with other radiator shops and try to find one that has the required competency. K
