Doug, there are more '74 99's around than you think. What sort of parts are you looking for? That tank is the same for '70-'74 1.85 and 2.0 FUEL INJECTED 99's only. If you look in the archives you will see that tank restoration has been covered. I suggested using the POR 15 gas tank sealer. There are, however, baffles inside of that tank that can make the final lining process difficult. If you get a Hemmings Autonews magazine, you will find in the services offered section, companies that specialize in fuel tank repairs. Talk to the people there, and make sure they are familiar with the old Saab tanks. The outside liner is also a problem for them and they should be experienced. It needs to be burned off before they start. If the tank's seal is leaking, instead of just rusty inside, I would suggest going to the pros. Cost should be about $ 300.00 . Have you got your original window crank handles? Those are only for '73-'74...and are next to impossible to find. That large plastic design would break almost imediatly, and most have been replaced with 900 ones. If you still have them, here's the cure...there are several epoxie weld stick products on the market. It comes in a little puddy log that you cut and kneed together. Remove the cranks, and fill the back side of the cranks with this stuff. They won't ever break after that, and for $3.00, you will save yourself a lot of grief down the road. Best of luck.
