As spiv pointed out, that screw adjusts the baseline setting of the valve. I've never messed with it. I always figured that it's factory set for the optimum.
You've opened the heater box, so you know the size of that heater. It is massive by comparison to any other car I've ever taken apart. It's much bigger than the 99 heater, which is marginal at very cold temperatures.
I lived in New Hampshire one winter and even at 20 below there was no problem getting enough heat. I drove an old stroker part of that winter and did have problems getting enough heat out of it, but that was more a function of the mouse nest that had been built inside the heater box using insulation from the firewall sound deadening. On one long distance trip, we were both wearing longjohns and whoever wasn't driving was sitting wrapped into their sleeping bag for warmth. (The driver at least had the advantage that he was exercising and generating heat.)
