You can buy a special 'spot weld bit' to drill out the spot welds [obviously], theoretically leaving holes in the panel you want to remove and little bits to clean up on the car where the new panel will go. I think most body shops just hack the damaged panel off with a blowtorch or a disk cutter. It isn't a small job, but then replacing the lower half means you will have a very long join along the middle of the panel and to do that right would need a skilled hammer-welder. Most average body/crash repair shops don't retain that level of skilled professional any more, their common practice would be to do a spot welded lap joint and surface it with a load of filler. It CAN look OK, but these reapirs often get damp or rust in the back and start splitting after some years. To be honest I would estimate there would be less welding involved in the spot welds for a whole new panel than a hammer-welded join in the middle.
