The car I have runs the cold start at around 7 psi and water injection at 10 psi with the waste gate set at 17psi. This is a achieved by using Hobbs pressure switches (I think they are available in the States). The cold start works by connecting a vacuum line between the line that runs to the boost guage and the pressure switch. The switch is adjustable for pressure. When it reaches the set pressure it closes the circuit to the cold start injector causing it to spray extra fuel.The water injection is similar, but a little more complex. (No detriment to the engine or the turbo. 180 000kms and still going) Works quite well. The cold start is certainly needed to run the higher boost.
I'd be interested to know how you set up your intercooler in the 99. I have just had the engine out of mine to replace the drivers and I've been reminded how little room these things have in the engine bay.
