They are 'side reversing' lights, separate from the cornering lights. This feature was begun with the 1978 99 GLE & turbo. They were an 'upmarket' feature, not present on the low-end cars. Later USA 99s, though the space is there for them, do not have these lamps.
You could install them, but you need a lamp base and you need to modify (cut or melt) the plastic housing, as the hole for the Saab socket is blanked off. For wiring, just wire them in parallel with the backup lights.
