What year 99 is it? The seat belt mechanisms are all the same. The earlier ones have screws holding on the covers, later ones rivots. You need to take off one side cover, but not the SPRING SIDE !! If you have the unit in your hand, with the back side(belt side) facing away it would be on your left. You need to remove the right side, and you will see a simple ball and cup setup that activates the inertia release.The ball needs to be in the cup at the lower point with the basket. You may also try to re-set it this way...park on a steep hill and try to jiggle the belt back and forth, this may pop the ball back in place. Try it facing both ways on the hill. If you do open the unit, be carefull with that spring.It can shoot out and slice you good. The directionals are wired to always work regardless of if the key is in or not(it's stupid). But it sounds like you may have a bad flasher if the light stays on.
