anybody know how to fix a seat belt that won't retract anymore?

Mostly they are not intended to be repairable. Kevin's suggestions are good and may work, but the mechanisms tend to be delicate and are intended to save you, once they go sour it is hard to trust them. The tricky part of them is the inertia part that should stop extension of the belt, ie hold you in your seat, on sudden deceleration. The hold-on-decel function is hard to test. A unit whose retract function you can restore may still not hold on decel and the preferable solution is to replace it. Start first with the dealer for new, might be inexpensive and save your life, then look for used.

Can I put the seat belt from a 900 into a 99? I think that they are pretty different?

900 to 99 I have no idea, but on the whole I have found there is a great deal of similarity between seat belt systems in general and you can do a lot of interchange with little or no modification. For example I have installed retracting seat belts from a Subaru in my '69 model 95 (originals did not retract) with little trouble.

Also...the turn signal indicator light stays on all the time...even when the car is shut off it just has a faint glow....how do i fix it?

Again agree with Kevin, probable defective flasher unit. First unplug it and see if the glow stops, if not it is something else; then replace with new, if the glow is still there at least you have narrowed down the problem.
