Sputtering V4

Okay, here we go again. I have this '67 V4 with a '73 1.7L in it. It sputters and misses out above about 4000 rpm. Up to 4000 it runs really great. Just had the heads/valves done again ($950!!!). New high-power coil, plugs, Pertronix, spark wires, MSS exhaust, Weber 32/36 DGV (2bbl) - otherwise stock engine.
Any ideas on where to look next? (Except for the sputtering it is running the best it has ever run. Pulls hard and smooth from 2000 to 3500rpm).
