I'm not sure what your point is of pulling the thermostat. If you start the car and bring it up to temperature, so the thermostat has opened, you should be able to see water flowing through the expansion tank on the left fender. Do a compression check on the engine (pressure should be within about 10% across all cylinders) and possibly a pressure test on the radiator. Make sure that the fan comes on whenthe engine gets hot.
I had a '78 99T here for a while that was over heating at speed on the highway. It eventually blew the head gasket. Somebody had done a valve job and didn't torque the head properly. (The head gasket was almost brand new.) Some of the bolts were quite loose and the head was very badly warped, partly due to the fool (not me) who was driving it when the gasket blew. He was driving up Cabbage Hill east of Pendleton on his way to Salt Lake City when it let go and he continued driving to the next exit at the top of the hill, turned around and went back down the hill to Pendleton. Temp guage was in the red most of the time.
If you're paying as much for the 99 as it would cost for a rental for the week, the price may be too high. I bought a real good running '78 99 for $50 last summer. (nearly new tires, header, Bilsteins, Turbo air dam...) Admittedly the guy was in a hurry to get rid of the car as he was leaving town and moving to the east coast. He first advertised it as a '72.
