Craig...this ain't right! On reassembly, you set the chain and timing/then loosely fit the chain guides, depress the tensioner until it locks if an early tensioner. (tighten up with an allen key from underneath the tensioner). Later tensioners did not lock and had to be adjusted in situ with a feeler guage and the fixed chain guide adjustment. It also sounds like you are missing the camshaft end bush which allows you to 'fix' the upper cam sprocket to that support plate. That bush has a thread and is a stiff sliding fit into the end of the camshaft allowing limited rotation.
If you have reassembled and have slack in the chain....you gotta pull the timing cover and reset the chain again....I hope the engine/tranny is still out of the car!
