So check the wires going to the valve for damage.
The valve is not shorting interally at 25 ohms.
The purge valve regulates flow. The ECU closes the shutoff valve to stop purge air flow through the canister. This puts a negative pressure on the fuel tank. A under/over pressure transducer or switch detects the pressure change. If it does not occur at all or not within a prescribed amount of time, the ECU sees a fault. It may do a verification test before thowing a CEL. The fuel cap probably has a relief valve 'vent'. This protects the tank from vacuum collapse if the shutoff valve stuck closed or something else blocked the purge flow. All of this to detect if there is a leak somewhere in the system. So a small leak is an issue. Fuel cap not tight or with a damaged soft seal, hose damages or loose...
If the shutoff valve will not work because of a short or open circuit, is stuck open, there will be a cell as the result is that the system cannot impose a pressure difference on the tank. So thats all the test that you will need.
